[Pkg-uml-pkgs] Bug#434161: must not depend on makedev

Packages which need to create a device node must depend on udev | makedev.

OTOH this package tries to create the tun device which we can assume
exists on every Debian system which has not been broken by the local
administrator, so I suggest you just remove the MAKEDEV invocations.
