I am using dpkg-buildpackage.  Exact sequence of commands:

apt-get source user-mode-linux=2.6.26-1um-2
apt-get build-dep user-mode-linux=2.6.26-1um-2 (as root)
cd user-mode-linux-2.6.26-1um/
debian/rules menuconfig (to set the static option)
dpkg-buildpackage -rfakeroot -nc -uc
