[Pkg-uml-pkgs] uml-utilities vs debootstrap

Hello,

I want to setup uml-utilities with debootstrap but that can't be done
correctly.

Debootstrap creates a fake start-stop-daemon during the process.
As /etc/init.d/uml-utilities checks the presence of
/var/run/uml-utilities/uml_switch.ctl, it exits with an error.

That can be corrected by deleting the exit after showing the warning.
But I'm not sure that's the best way.

I can open a bug if you want.
