I spoke with urxvt's upstream, this would be particularly well suited
for a Perl extension. You might also want to look at the urgentOnBell
resource (see urxvt(1)) and configure your WM to act on it.

Please don't hesitate to let me know if you're interested in writing the
perl extension.
