Many thanks Ryan! This is great! I can't believe I waited this long to
ask :).

For anyone stumbling upon this thread, I got it working by:

 * create personal perl directory:
   mkdir ~/perl
 * copy blc file to ~/perl
   cp /place/you/downloaded/blc ~/perl
 * launch rxvt with:

rxvt --perl-lib ~/perl -pe blc -xrm 'URxvt.bellCommand: /usr/bin/notify-send "Ding Ding Ding"'

This example assumes you have libnotify-bin installed.
