Vala package have a Ubuntu specific change which make build failure if the test suit not pass. This modification was made because vala was a candidate for entering main. But It's not the case for now (see https://bugs.launchpad.net/ubuntu/+source/vala/+bug/374151). So, there is no need to enable this failure for Ubuntu only.
FYI, since 0.7.9, the test suit doesn't pass, because it need dbus running. (See https://bugs.launchpad.net/ubuntu/+source/vala/+bug/496312)
