... once via /usr/share/vim/vimfiles.

For example, putting a plugin in /etc/vim/plugin/something.vim means it
gets loaded twice (and possibly errors out as a consequence).

/etc/vim is now searched only as /usr/share/vim/vimfiles and no longer
appears verbatim in the vim runtimepath.
