After upgrading to this version, mutt always inserts linebreaks if it
thinks that a line is too long when I write a mail.  In former versions
this wasn't the case, so it's a severe behaviour change.  Additionally,
adding "set wm=0" or ":set nowrap" is ignored, as an example see the
the following quote (with linebreaks, of course...)

Please restore the old setting.

It may be possible that this is due to vim-rt got lost, if so, please

as said by Michael Piefel, this is not a bug, it is an intentional=20
feature of the email filetype from vim

and he pointed the right solution out :

put in your .vimrc :

 au FileType mail                set tw=3D78

to have the wrap done at the 78th column, or

 au FileType mail                set tw=3D0

to disable it
