Ok, so changes to the base system are usually discussed there, fine.

How do you suggest to proceed? Packaging still need some work (better
descriptions, news, and so on) and I need to coordinate some issues with
the other pkg-vim-maintainers. Do you like me to ping you again when the
packaging is in its final shape - perhaps after the upload to unstable -
so that you can start the thread on d-d (after all you're the submitter
and a member of the d-i team) or what?
