[RFC] vim-tiny proposal

I started working on vim-tiny and I realized that simply compiling vim
with as few features as possible would not solve the issue discussed in
#222138 (the vim tiny request) since the big problem is the size of the
runtime shipped in the "vim-common" package.
I thus drafted in debian/TODO a proposal about how to handle a
hypothetical "vim-tiny" package which would have no runtime at all.
I'm of course eager to hear your comments on that proposal before
starting implementing it.[1]
