reshaping svn structure

I would like to add the hook proposed by Raphael Hertzog [1] to our svn
repository so that svn pts is notified of commits. Trying to configure
svn-mailer I realized a more general problem affecting our svn
repository: it is loosely structured. Packages are mixed with utilities,
branches with packages, and so on ..

A better structure IMO would look like:

  trunk/
  trunk/packages/
  trunk/packages/vim/
  trunk/packages/vim-scripts/
  trunk/packages/vim-latexsuite/
  trunk/utils/
  trunk/utils/...
  branches/packages/vim/vim7/

Objections? If not I will commit the needed 'svn move's ...
