'runtimepath' fiddling

In fact, we could just move all of the actual settings in /etc/vim/vimrc
to $VIMRUNTIME/debdefaults.vim.  This would leave just the example
settings and the runtime call in /etc/vim/vimrc.  Much less chance of
conflicts from upgrades.
