Couple packaging suggestions/questions

Yep, I had some of the same negative feedback.

I see two issues.

One is that, when folding is enabled the first entry folded is annoying
when vim is used in conjunction with dch.  Unfolding the first entry is
a solution for that, I do not have any particular preference regarding
how to solve this.

The other is that of having folding enabled per default. Even if Bram do
not fix that upstream we can fix it in Debian, and I'm in favour of it.
Adding 'set nofoldenable' (together with the usual debian explanatory
comment) in /etc/vim/vimrc would be enough for that, and I'm in favour
of this.

What do you think?
