Bug#384019: Open Publication License DFSG-freeness

Joerg,

As mentioned on -devel/-legal[1] recently and seen in #384019, the
license[2] of Vim's user/reference manual is one that has previously
been suggested to be non-free. Anthony Towns doubted the voracity of
those claims[3] and suggested we contact you to provide another opinion
on the matter. As stated in the bug, the manual makes no use of the
more problematic License Options. Could you provide your take on the
matter? Is Vim's manual distributable in main or do we need to move it
to non-free?

The license URL in Vim's help is incorrect and has been brought to the
attention of upstream. The URL in footnote 2 is the correct URL.

Thanks,

James
