That's not the case as evidenced by the lack of syntax highlighting when
starting Vim as "vim -u /etc/vim/vimrc -N".

It works fine for me.  Can you try reproducing this via the above
suggested command line?  If that works as expected, the problem is
likely in your ~/.vimrc or ~/.vim/.
