I guess our two options for this are:
1) Leave it in vim-common.
2) Just move it to vim-tiny and bank on people not having done much with
   it.  It hasn't hit testing yet, so the exposure is somewhat limited.

I'm in favor of 1 since the package is vim-*common* after all.  I think
it's ok to have vimrc.tiny in there even if only one package (which may
not be installed) uses it.
