vim override disparity

Hi,
  as discussed with Jeroen and JoeyH, vim-tiny priority has been
increased since it is going to be part of the base system. Similarly,
nvi priority should drop to optional. I already mailed the maintainer
about that a few days ago, but got no answer.

Could you please fix the override file?
