IIRC %U means use URI escaping while %F means use file one.
While I have no problem with using %F, the netrw plugin is supposed to
handle properly URI escaping.
Could you please give more details on which kind of problem are you
experiencing using %U? Better if equipped with version information about
the Vim you're using and better using the BTS if you're reporting what
you think is a bug.
