The top of /etc/vim/vimrc says:

" All system-wide defaults are set in $VIMRUNTIME/debian.vim (usually just
" /usr/share/vim/vimcurrent/debian.vim) and sourced by the call to :runtime

However, there is no /usr/share/vim/vimcurrent; debian.vim is in /usr/share/vim/vim70.
