Bug#407351: same with rxvt-unicode

I am seeing the same problem with rxvt-unicode, and
$TERM=rxvt-unicode with a en_GB.UTF-8 locale. With cat, Alt-I
produces ^[i. My Alt key does produce the Alt_L keysym.
