Bug#395517: error in wml syntax highlighting

Bram,

According to ":help syn-include", using a relative path should act like
calling ":runtime!" with the given file to include.  This isn't properly
occurring though since source_runtime() is being called incorrectly by
syn_cmd_include().  Attached patch fixes the issue.
