first draft of the (new) vim packaging policy

Thanks to DebConf7 time I've been able to draft a first version of the
Vim packaging policy. It is supposed to document how to package Vim
addons which cope well with the vim-addon-manager stuff.

The current version of the policy is available in the subversion of the
vim package in the debian/policy/ directory. Just enter the dir and type
"make" (assuming you have the vim build dependencies installed ...).


Feedback is really welcome.
