This is specifically related to an upgrade from a package that had
multiple encodings of the Russian manpages to one that had a single
encoding for the Russian manpages (see #408753).  I'm not sure of a way
around this but it is probably something that should be looked into in
case we end up making a similar transition with some other translation
of the manpages.
