I just approached this and found that the patch actually seems to be
applied to the outside version already, at least in the case of
ftplugin/debchangelog.vim. So I guess I should just remove the patch
and move the ftplugin/debchangelog.vim inside the package and update
debian/rules to install it? And for files where the patch applies,
first patch them, then remove the patch, move the file inside, and
update debian/rules?
