moved runtime files into packages/vim

I think I finished the migration of /runtime into
/packages/vim/runtime, as per zack's request. I committed my changes
to svn.debian.org/svn/pkg-vim/branches/madduck-debruntime-move and
not to trunk because I'd appreciate if someone could look at it
before: I had a hard time understanding the packaging and figuring
out what to do, so I hope I did it right.

Once you approve, I'll delete the branch and commit my changes on
top of trunk. Or we'll merge.
