Bug#440704: Package vim completely broken on alpha

The archs that have this problem are alpha, mipsel, and mips.  I'm not
quite sure why these archs had different builds and I don't have build
logs to look over.  Moritz, would you be able to take a look at this or
inform whoever would be able to see what happened?
