The vim-doc package only contains the HTML version of the help, as
specified in the package description.

This is an issue in the Etch version of vim-tiny (since all other vim
packages depend on vim-runtime) which has been fixed in unstable and
will be available in the next Debian release.  vim-tiny doesn't Depend
on vim-runtime in order to save on space and its help files (which
direct the user to install vim-runtime if they want the actual help)
were installed into the wrong directory (/usr/share/vim/doc instead of
/usr/share/vim/vim71/doc).
