The /usr/share/doc/vim-latexsuite/changelog.gz file contains things
like:

This is due to the fact that "svn log" hasn't be executed under UTF-8
locales (and unfortunately in such a case where characters are not
representable in the local charset, "svn log" doesn't signal any error
or warning[*]).
