Bug#479132: vim-scripts: Please package as a non-native package

The 'vim-scripts' package takes upstream software, and applies Debian 
patches and packaging to make the Debian package. This makes 
'vim-scripts' most suitable for a "non-native" Debian package. 

However, it's currently packaged inappropriately as a "native" Debian 
package, with no separation of upstream source from Debian changes, 
and no Debian release number in the version.

I realise there isn't a single "upstream tarball" or "upstream version 
number" for the 'vim-scripts' software. This doesn't make it any less 
"non-native": clearly the upstream software is useful outside the 
context of a Debian operating system, and so is better separated from 
the changes specific to Debian.

Please package 'vim-scripts' as a non-native source package, by:

* creating a tarball of only the upstream files, e.g. 
  'vim-scripts_7.1.6.orig.gz'

* applying Debian packaging and other alterations in a separate patch, 
  e.g. 'vim-scripts_7.1.6-1.diff.gz'

* including a Debian revision number as per Policy section 5.6.12
