Thanks for the bug.  This does look to be my bug.  conffiles must be
removed by maintainer scripts when they're no longer shipped by a
package.  I didn't account for that when I moved /etc/vim/vimrc.tiny
from vim-common to vim-tiny.

I'm working on a fix now.
