It's normal to run vim-addons as root though, in the case that the addon
is being installed globally.  I guess warning if vim-addons is being run
as root or SUDO_COMMAND is in the environment and the --system-wide
directory isn't set could work.

I've also added the target directory to the installation message.

  Info: installing removed addon 'cvsmenu' to /home/jamessan/.vim
