DRAFT Vim bug: 'C' command on empty last line inserts on previous line instead.

Bugs should be submitted (preferably via reportbug) instead of sent to
the mailing list, even if you're unsure whether it's Debian-specific or
not.

Thanks for the clear explanation.  I'm currently running a bisect to see
when the behavior changed.
