Dear Maintainer,

If I use split windows and netrw's :E file browser, it sometimes sets
buffers containing files as readonly nonmodifiable and changes which
window is focused. 

To reproduce:
$ vim -u NORC -U NORC -N
C-w v
<scroll to a file (e.g. .vimrc), open it by pressing Enter>
C-w w

At this point, the focus changes to the first window (containing the
opened file), that buffer is set readonly nonmodifiable, and the buffer
is scrolled to the end. The netrw buffer *does* open as normal.

This also triggers sometimes when I change what directory netrw is
visiting. I haven't figured out exactly the rules for what triggers the
problem, but the above is an easy way to trigger the bug.
