Permil and basis point not showing correctly in vim.

Dear maintainers,

thank you for the great job you are doing. Vim is a wonderful editor.

Today I was playing around with the Basis point symbol (‱)

$ vim --version
VIM - Vi IMproved 7.4 (2013 Aug 10, compiled May  7 2014 13:53:49)
Included patches: 1-274

Please see the attached picture. (If it fails to go through, I can
upload it somewhere)

Desc. of pic:

First there's a column with the following content:

a%b
a‰b
a‱b

And then the same column as column 2, only with more distance between a
and b.

In the first column, we can see that the permil (‰) and the basis point
(‱) is not showing properly, as these signs are too wide. It seems like
they won't fit in a single char spot.

Maybe it's a local problem for me, but I thought I'd let you know about
it. I'm using terminator 0.97 as my terminal.

This is not likely a serious bug, as these signs are not used on a daily
basis for most people, but if it can be fixed, it should.
