Bug#842833: vim-gtk3: Default vim does not allow pasting with mouse as root

Package: vim-gtk3
Version: 2:8.0.0022-1
Severity: important

As user (with hightly customized configuration files) the following
works; as root (where nothing has been tweeked) it does not work by
default; however, if I use the tip from reportbug, i.e.
vim -u NONE -U NONE -N
it works.

1) Switch to a vt (Ctrl-Alt-F1)
2) log in as root
3) start gpm if necessary
4) mark something with the left mouse button (double click)
5) vim /tmp/foo
6) Press i
7) press middle mouse button

Expected: The text mark in 4) is inserted
Actual: Nothing, if I press ESC some old text is inserted (from some
previous session).

If I change 5) to 
5b) vim -u NONE -U NONE -N /tmp/foo

then it works

I've never experienced this before with vim for the past ~ 15 years
and I never customize the configuration for root.
