Bug#846183: vim package fails to build with dh_strip error "unknown option: dbgsym-migration"

Package: vim
Version: 8.0.0095-1

When I try to build the v8.0.0095-1 tag from
https://anonscm.debian.org/cgit/pkg-vim/vim.git using pbuilder, I get an
error from the dh_strip command: "unknown option: dbgsym-migration".

The issue seems to be that
https://anonscm.debian.org/cgit/pkg-vim/vim.git/commit/?id=cf485aa6 never
updated the debian/control file with debhelper (>= 9.20160114) as the
instructions at https://wiki.debian.org/AutomaticDebugPackages recommend,
and debhelper >= 9.20160114 isn't satisfiable in my environment.
