Normally the cursor in my terminal (urxvt) does not blink. With older
versions of vim, running:
vim -u NONE -U NONE -N
does not change that. Since upgrading to 8.0.0946, running the same
command causes the cursor in vim to start blinking, and it continues
blinking after exiting vim.
I can reproduce the problem by building upstream vim. The problem
bisects to 3cd43cccc (patch 8.0.0918: cannot get terminal window cursor
shape or attributes, 2017-08-12). I see that commit added more support
for setting the cursor-start-color, but I don't see any indication that
it should change the default to blink.
