I am not aware of any updates to vim in Ubuntu 16.04. :

Do you have a PPA/Repository enabled that provides newer versions of vim
for Xenial? Can you provide the url of this PPA/Repo ?
At first glance it might be that your previous version of vim was
setting 'nocompatible' by default and it could have been removed when
you upgraded, causing your own vimrc to fail (total shot in the dark
without knowing where your version of vim comes from)
