no. they are required, both technically (upgrade path, testing
migration, install-ability etc.) and policy wise (rtfm policy
definitions of depends/recommends/suggest).

the don't. as said before, if you don't use dpkg for kernel, you cannot
use dpkg for modules. use both, or none. mixing is not possible, and
don't expect us to break the system for *all* debian users just for your
strange 'i-like-to-shoot-myself-in-the-foot'-use-case.
