Hi,

Unfortunately the command is still missing in 1.5.4-dfsg-3.

Or rather, it is there but has a broken symlink:
$ ls -l /usr/bin/VBoxAddIF
lrwxrwxrwx 1 root root 7 2008-01-12 03:46 /usr/bin/VBoxAddIF -> VboxTAP

The file it should link to is VBoxTAP (note the capital B), which again is a 
symlink to ../share/virtualbox/VBoxAddIF.sh.
