virtualbox-guest-additions-iso provides an iso image with guest additions installers for all kinds
of operating systems.
How is it "completely broken" when it doesn't work on the development version of one of them?
As I said for Debian guests there exists the virtualbox-guest-x11 package as Debian-native way to
install guest additions.

Besides, since you are using Windows as the host you are not even using this package.
The iso is something you have on the host and pass through to the guest.
