If I understand correctly it is fixed in 5.1.20-2
Meanwhile what I did was:

vboxmanage extpack install --replace /usr/share/virtualbox-ext-pack/Oracle*
mv /var/lib/dpkg/info/virtualbox-ext-pack.postinst
/var/lib/dpkg/info/virtualbox-ext-pack.postinst.save
dpkg --configure -a
mv /var/lib/dpkg/info/virtualbox-ext-pack.postinst.save
/var/lib/dpkg/info/virtualbox-ext-pack.postinst

the last 3 commands are here to register that the package was indeed
configured.
