what about virtualbox 5.1.28 in stretch-backports [1]?

binary or source package(s) of virtualbox 5.1.28 require qt 5.9?

well, virtualbox 5.1.28 *compiled on buster* requires qt 5.9, but
presumably that's only because qt 5.9 is the default (only?) version
in buster and when virtualbox builds against it there's no guarantee
that any qt version prior to 5.9, eg 5.7, is forward-compatibility
with 5.9 (at least that's what dpkg assumes and i would, too).

i don't see any requirement on qt 5.9 in the virtualbox 5.1.28 source
package [2], so it's merely a binary, not source, dependency of the
virtualbox 5.1.28 binary packages in buster, and supported by
virtualbox 5.1.28 being "backported" to stretch (by probably simply
recompiling on stretch as i see no mention of anything more in the
changelog [3]).
