MSAA: Screen rect for <option> elements is always the zero rect

* AccessibleBase.cpp:
(AccessibleBase::accLocation):
Use elementRect() rather than boundingBoxRect(), which
AccessibilityListBoxOption overrides.

* platform/win/accessibility/option-element-position-and-size.html: Added.
