This depends on what you actually want to accomplish.

"Multi-Arch: allowed" makes the following possible (only wine:i386
is assumed to exist):

Package $foo
Architecture: amd64
Depends: wine:i386

However not this:

Package $foo
Architecture: amd64
Depends: wine

The dependency "wine:i386" is not allowed in Debian and will not in the
near future. So this is actually a no-op for any package in Debian.

So, if you want to accomplish something special, you want to document
this.
