Here's just a suggestion to help this task

cme command from libconfig-model-perl provides a way to check the dependency 
list. it will warn for obsolete version requirements and unknown packages.

Obsolete versions can be cleaned up automatically with 'cme fix dpkg-control' 
command.

Unknown packages cannot be cleaned up automatically (mostly because nobody 
asked for it. Adding this feature would be quite fast).
