Could you show me what you're doing exactly?
When I do the following:
$ rm -rf ~/.wine-test
$ WINEPREFIX=~/.wine-test wine winecfg
wine: created the configuration directory '/home/steve/.wine-test'
wine: configuration in '/home/steve/.wine-test' has been updated.
the Wine configuration dialog starts correctly...
(This is using wine 1.6.2-16 of course.)
