This appears to be due to a spelling error in the filename:
debian/libwine-alsa.mainscript
should be renamed to:
debian/libwine-alsa.maintscript
After renaming it and rebuilding wine, I get a libwine-alsa package that
appears to do the right thing on upgrade from wheezy.
