Indeed, /usr/share/wine-development/gecko/wine_gecko-2.40-x86.msi
doesn't work, but does so if "disable/external-installers.patch"
(recently renamed from downloading.patch) is disabled.

Download the current gecko, see here: http://wiki.winehq.org/Gecko. Then
install it in your wineprefix:
wine-development msiexec /i wine_gecko-2.40-x86.msi
