Justification: Maintainer decision, prevent too early testing migration

wine-development 1.9.16-1 breaks wine < 1.8.3-3 to avoid file name
conflicts resulting from the Debian alternatives system, which was
introduced in these versions.

I just uploaded wine 1.8.3-3 and will close this bug as soon as wine has
migrated to testing.
